Independent construction inspection: check the work before you pay

Technical support can help you track timing, quality and budget. An independent inspector can help check whether the work matches what was agreed: the chosen materials, planned solutions and quality standard. They can also help identify problems during construction.

Checked before payment

Homeowners

Your build should not depend on your experience.

Building a home for the first time means entering unfamiliar territory, while a contractor may have completed dozens of projects and knows the day-to-day reality on site. The contractor knows the work and manages its costs and margins; the homeowner has less information to follow those decisions. An independent technical professional can help reduce that imbalance and protect your investment.

Find problems before it is too late

Waterproofing, insulation and services are hidden as the work progresses. Undetected faults may only appear months later, once you are living in the home, and can mean opening walls and replacing finishes. Agree on technical visits at critical stages so this work can be checked before it is covered up.

Pay for work completed and agreed

Before approving a payment, check which work it covers and whether it was completed as agreed. A professional can compare the quantities in the progress statement with the work carried out and clarify any differences.

Take an active role in monitoring the work.

You can organise information, record questions and follow up on answers. Checking technical solutions requires suitable expertise and qualifications.

  • Keep track of what was agreed

Gather the plans, quote, contract and approved changes. Keep the latest versions to hand and record decisions, dates and who is responsible for each item.

  • Record questions and follow up

During site visits, save dated photos, note what needs clarification and share your questions with the people responsible. Follow up until you get an answer or the issue is corrected.

  • Get help with technical decisions

Use your records to ask the site manager, the designers or the independent inspector. Photos and notes help explain your concern; assessing construction solutions requires technical expertise.

Who is the independent inspector?

In Portugal, this formal role is the diretor de fiscalização de obra, a qualified professional who oversees the work independently of the contractor. Check your project documents to confirm their appointment and service scope (site visits, critical checks, and reporting). Qualifications depend on the project's scale, typically requiring registration with the Portuguese associations for Architects, Engineers, or Technical Engineers.

Site manager (diretor de obra)
Directs the work and coordinates construction activities. This is the technical role on the side of the company carrying out the work.
Independent inspector (diretor de fiscalização de obra)
Checks the work against the plans and applicable rules, monitors progress and informs the homeowner about any problems found.

Article 16 of Portuguese Law 31/2009 sets out the role's monitoring duties and independence from the companies carrying out the work.

  • Experience and qualifications for your project

Ask for examples of similar projects and confirm the professional's registration and qualifications for your type and scale of work. Also check their professional liability insurance.

  • Visits at the stages that matter

Agree how critical stages will be monitored, who will give notice and how urgent issues will be handled. The level of supervision should suit the pace and complexity of the work.

  • A service defined in writing

Clarify site visits, notes and reports, how issues will be communicated, fees and exclusions. Check whether the service covers measurements, review of extra work and handover.
